Richmond County man accused of handcuffing defendant without a bail bond license

North Carolina Insurance Commissioner Mike Causey today announced that Julius Rasheem Ellerbe, 22, of 120 Daniels Lane, Rockingham, was charged with felonious restraint and unlicensed bail bonding, a misdemeanor.

Special agents with the Department of Insurance’s Criminal Investigations Division accuse Ellerbe of acting as a bail bondsman, handcuffing and taking custody of a defendant who had failed to show up for court. Ellerbe is not a licensed bail bondsman and had no authority to take the defendant into custody, according to the criminal summons.

The offenses occurred on March 26.

Ellerbe was served with a criminal summons on April 20.
