North Carolina Insurance Commissioner Mike Causey today announced that Dominick Shevonta Phifer, 34, of 1443 Qual St., Charlotte, has been charged with insurance fraud and attempting to obtain property under false pretense, both felonies. 

According to a criminal summons, Phifer was in a vehicle accident on Nov. 30, 2025. Phifer obtained an automobile insurance policy from Integon Indemnity Corp. on Feb. 5, 2026, and later falsely told the insurance company that the crash occurred on Feb. 12, 2026, according to the criminal summons.

Insurance Commissioner Mike Causey today issued the following statement on the 12-year sentence given Greg Lindberg in federal court:

“The 12-year prison sentence and $1.6 billion in restitution reflects the seriousness of Greg Lindberg’s crimes and the harm he caused to policyholders.  This sends a powerful message to anyone who would consider engaging in fraud involving insurance companies that crime doesn't pay.

North Carolina Insurance Commissioner Mike Causey today announced the arrest of Arshana Aisha Young, 27, of 2637 Cherry St., Winston-Salem, and Vernell Patricia Wagner, 57, of 2841 Piedmont Circle, Winston-Salem.

Young was charged with insurance fraud, attempting to obtain property by false pretense, forgery and uttering, all felonies. Wagner was charged with insurance fraud and aiding and abetting, both felonies.

North Carolina Insurance Commissioner Mike Causey today announced the arrest of James Daryl Williams, 34, of 19805 N.C. 903, Robersonville. Williams was charged with insurance fraud, attempting to obtain property by false pretense, forgery and uttering, all felonies.

Special agents with the Department of Insurance’s Criminal Investigations Division accuse Williams of filing a false insurance claim with Universal Property & Casualty Insurance Co.

North Carolina Insurance Commissioner Mike Causey today announced the arrest of Timothy Lamont Gunter, 27, of 309 Walston St., Princeville. Gunter was charged with insurance fraud and obtaining property by false pretense, both felonies.

Special agents with the Department of Insurance’s Criminal Investigations Division accuse Gunter of obtaining money from Government Employees’ Insurance Co by falsely claiming that he and two minor children were injured while inside a vehicle during an automobile accident, when the vehicle was not occupied during the accident.

North Carolina Insurance Commissioner Mike Causey today announced the arrest of a Randolph County insurance agent on multiple charges, including embezzlement, forgery and uttering.

Jeffrey Martin Webster of 704 Teague Drive, Jamestown, was arrested on Feb. 27. He is the owner of Webster Insurance Agency in Archdale. He was charged with embezzlement by an insurance producer and 18 counts of common law forgery and 18 counts of common law uttering, all felonies.

North Carolina Insurance Commissioner Mike Causey has announced the arrest of Jason Vance Ledford, 46, of Orangewood Lane, Newton. Ledford, a bail bondsman, was charged with attempting to discharge a weapon into an occupied vehicle in operation, a felony. He was also charged with two misdemeanor counts of assault with a deadly weapon and misdemeanor injury to personal property.

A former firefighter with the South Salisbury Volunteer Fire Department has been charged with obtaining $102,202.80 in disability payments he wasn’t entitled to receive.

North Carolina Insurance Commissioner Mike Causey today announced the arrest of Richard Antonio Van Davis, 43, of 630 Johns Lane, Gastonia. Davis was charged with insurance fraud and attempting to obtain property by false pretense, both felonies.

Special agents with the Department of Insurance’s Criminal Investigations Division accuse Davis of falsely claiming that he was injured as a pedestrian in a vehicle crash. According to the arrest warrant, Davis altered medical documents in an attempt to collect on a claim with Progressive Southern Insurance Co.

North Carolina Insurance Commissioner Mike Causey today announced the arrest of Robert Jeffrey Burns, 54, of 11 Rachel Fay Drive, Hendersonville. Burns was charged with embezzlement and conversion by a bailee, both felonies.

Special agents with the Department of Insurance’s Criminal Investigations Division accuse Burns of embezzling $3,412.50 from Queen Bail Bonds. In addition, Burns is accused of converting more than $400 in bonds owned by Palmetto Surety Corp. to his own use.
The offenses occurred on Feb. 12, 2025.
