North Carolina Insurance Commissioner Mike Causey today announced the arrest of Joyce Elaine Hawkes, 55, of 710 Parkaire Lane, Charlotte. Hawkes is charged with insurance fraud, a felony.

According to special agents with the NC Department of Insurance’s Criminal Investigations Division, Hawkes altered invoices to try to obtain payment on her pet insurance policy with Health Paws Pet Insurance.

The incident occurred on Dec. 11, 2024, according to the warrant.

Hawkes was issued a criminal summons on Aug. 18 and is scheduled to appear in Mecklenburg County District Court on Sept. 19.

“Insurance fraud hurts all North Carolinians,” Commissioner Causey said. “Insurance crimes like this one can often touch many types of different situations. I’m fighting back by aggressively pursuing and prosecuting these types of crimes.”
