Three charged in bail bond-related crimes in Surry County

North Carolina Insurance Commissioner Mike Causey today announced the arrests of three individuals connected with illegal bail bond related activities in Surry County.

Michael Lee Beck, 32, of 2495 Rockford Road, Dobson, was charged with four counts of operating as an unlicensed bail bondsman. Michael’s mother, Ruby Anne Beck, 61, also of 2495 Rockford Road, Dobson, was charged with four counts of aiding and abetting an unlicensed bail bondsman and one count of failure to supervise a probationary bail bondsman. A third person, David Lee Adkins, 32, of 1547 Fisher Valley Road, Dobson, was charged with aiding and abetting an unlicensed bail bondsman. All charges for all three persons are misdemeanors.

According to special agents with the NC Department of Insurance’s Criminal Investigations Division, Michael Beck was viewed on video performing a series of bail bond-related tasks without being licensed at the Surry County Detention Center. Agents later found video of David Adkins also performing bail bond-related work at the detention center. Agents later charged Ruby Beck in connection with the activity.

According to the arrest warrant, the offenses occurred between Jan. 26 and Feb. 10, 2025.

Michael Beck was arrested on Feb. 18 and then held at the Surry County Detention Center for violating conditions of a pre-trial release on separate felony charges. He is expected to appear in Surry County District Court on March 18. Ruby Beck was issued a criminal summons and is also expected to appear in Surry County District Court on March 18.

David Adkins was released on a written promise to appear in Surry County District Court on March 18.

“Bail bond agents hold a position of trust and must be held to a high standard,” Commissioner Causey said. “I commend our special agents and Bail Bond Regulation Division for their efforts in upholding that standard and bringing this case to light.”
