North Carolina Insurance Commissioner Mike Causey announced today that Damain Rayshawn Cummings, 30, of 1401 Chamblee Road, Zebulon, was charged with 21 insurance-related crimes. The charges included six counts of identity theft, six counts of insurance fraud, six counts of obtaining property by false pretense and three counts of attempting to obtain property by false pretense. All 21 charges are felonies.
According to special agents with the NC Department of Insurance’s Criminal Investigations Division, Cummings assumed the identity of six different individuals after obtaining their personal information, either their name and address, birth certificate or email. Cummings filed false auto accident claims under their names with Progressive, State Farm, Liberty Mutual and Allstate insurance companies to try to obtain payment for damages.
The incidents occurred on Sept. 20. 2024, Dec. 19, 2024 and March 8, 2025 according to arrest documents.
Cummings was arrested and later released on a $300,000 secured bond. He appeared in Wake County District Court on April 30.
“Insurance fraud hits consumers in the wallet,” Commissioner Causey said. “Approximately 20 cents of every insurance premium dollar goes to covering the cost of fraud. I’m fighting this by aggressively pursuing and prosecuting insurance fraud in North Carolina.”
