Two Winston-Salem women charged with insurance fraud

North Carolina Insurance Commissioner Mike Causey today announced the arrest of Arshana Aisha Young, 27, of 2637 Cherry St., Winston-Salem, and Vernell Patricia Wagner, 57, of 2841 Piedmont Circle, Winston-Salem.

Young was charged with insurance fraud, attempting to obtain property by false pretense, forgery and uttering, all felonies. Wagner was charged with insurance fraud and aiding and abetting, both felonies.

Special agents with the Department of Insurance’s Criminal Investigations Division accuse Young of falsely claiming that she was operating Wagner’s Mercedes and was injured in an automobile collision on Nov. 3, 2025. Young forged a DMV collision report in an attempt to obtain an insurance payment from Integon Indemnity Corp., according to the arrest warrant.

Wagner assisted Young by claiming that Young was operating Wagner’s vehicle at the time of the collision, according to the arrest warrant.

Special agents worked with Winston-Salem police in this investigation.

Winston-Salem police arrested Young on March 13. She was given a $10,000 secured bond. Winston-Salem police arrested Wagner on March 14. She was given a $5,000 unsecured bond.

Commissioner Causey encourages North Carolinians to help keep insurance premiums low by reporting suspicious fraud.

“Insurance fraud is not a victimless crime,” Commissioner Causey said. “It hits all of us in the pocket through higher premiums.”
