Continuing Care Advisory Committee

Overview

The Continuing Care Advisory Committee (“Committee”) was established under Article 64A of Chapter 58 of the North Carolina General Statutes to advise the North Carolina Department of Insurance and the Commissioner on matters relating to the regulation and oversight of Continuing Care Retirement Communities (CCRCs) and Continuing Care at Home programs.

The Committee serves in an advisory capacity only. It does not make regulatory decisions, adjudicate disputes, or act on individual provider or resident matters.

Purpose and Role

The Committee is intended to provide informed, balanced input on issues affecting the continuing care system in North Carolina, including:

  • Implementation and interpretation of Article 64A
  • Financial solvency and consumer-protection considerations
  • Disclosure, transparency, and reporting requirements
  • Emerging trends affecting CCRCs and Continuing Care at Home programs
  • Recommendations for statutory, regulatory, or administrative improvements

The Committee’s role is to advise and inform the Department and the Commissioner and does not supplant or limit the Department’s regulatory authority.

Membership

The Committee consists of members appointed in accordance with Article 64A and represents a range of perspectives, which may include:

  • Continuing care providers
  • Residents or resident advocates
  • Financial, actuarial, or legal professionals
  • Other stakeholders with relevant expertise

Appointments are made by the Commissioner and legislative leadership as provided by statute.

Public Participation

Committee meetings are generally open to the public. Public comment may be accepted at the discretion of the Chair and in accordance with meeting agendas and procedures.

The Committee does not receive or resolve complaints regarding individual communities. Residents and consumers seeking assistance should use the Department’s complaint and inquiry channels.

The Continuing Care Advisory Committee is established under N.C. Gen. Stat. § 58-64A-370.
